Chapman Declaration: Declaration of Douglas G. Chapman and Plaintiff's Summary of Board Transcripts. In Watson v. Perry, No. 95-11412 (W.D. Wash.) (Nov. 2, 1995).
Watson Exhibits 1 through 7. The Chapman Declaration summarizes and attaches seven exhibits produced by government lawyers in response to Watson's request for documents "representing the records of the Board of Inquiry proceedings in 'statements' cases under [the Statute] in which the servicemembers have successfully rebutted the statutory presumption regarding homosexual acts or propensity" (Chapman Declaration l-2). In every case the DOJ has made the transcripts anonymous by blacking out identifying personal and place names. The case files are cited in this paper by their exhibit number, as Watson Exhibits 1 through 7.
